Google rejects temporary numbers because: (1) They maintain extensive databases of known VoIP and virtual number ranges, (2) They check carrier information to identify non-mobile numbers, (3) They track numbers previously used for Google sign-ups, (4) Their AI detects suspicious sign-up patterns. To improve success: Use newly added numbers, try from a residential IP (not VPN), and use a clean browser without cookies.
Adding a recovery phone to an existing Google account with a virtual number is easier than initial verification.
